各位代表:我受市政府的委托,向大会报告2002年国民经济和社会发展计划执行情况与2003年国民经济和社会发展计划草案,请予审议。一、2002年国民经济和社会发展计划执行情况2002年是首都现代化建设全面推进并取得明显成效的一年。全市上下认真贯彻“三个代表”的重要思想,坚决落实中央的大政方针和市委的工作部署,开拓创新,扎实工作,较好地完成了市十一届人民代表大会第五次会议审议通过的国民经济和社会发展计划,为率先基本实现现代化奠定了更为坚实的基础。
Dear Delegates, I am entrusted by the municipal government to report to the General Assembly on the implementation of the plan for national economic and social development in 2002 and the draft plan for national economic and social development in 2003 for consideration. I. Implementation of the Plan for National Economic and Social Development in 2002 In 2002, the year was marked by the overall progress made by the capital’s modernization and its notable achievements. The city conscientiously implemented the important thinking of the “Three Represents,” and resolutely implemented the major policies of the Central Government and the work arrangements of the CPC Central Committee, pioneered and innovated, carried out solid work, and completed the deliberation of the Fifth Session of the 11th Municipal People’s Congress The adoption of the national economic and social development plan has laid a more solid foundation for the first basic realization of modernization.
