Today, the IT industry is no longer a technical industry, but a service industry. In the early 1980s, most services were related to the support of the “disassembly and repair” class. By the early 1990s, as services became more commoditised, the merits of services became the decisive factor in differentiating most manufacturers. At the dawn of the 21st century, services have become the foundation of the IT industry. From an industry perspective, service industry is the largest sector. In 1995, service industry accounted for 34.2% of the total global revenue. From the end-user’s budget, its significance is even more significant. In 1994, 52% of IT budgets in major companies were spent on services, while 19% were software and 29% were hardware. By 2000, nearly two-thirds of IT funds will be spent on service-related activities. Spending is turning to services, which in turn validates the prediction of Dataquest, a global market research firm, that by 2003 global IT revenues will be 361 billion
