【目的】针对目前高校学报“千刊一面”、内涵匮乏、竞争力不足等问题,提出建立高校学报退出机制的构想,以推动高校学报改革,促进高校学报健康发展。【方法】深入探析高校学报退出机制的内涵,借鉴报刊退出机制的实践情况,对比报刊退出机制与高校学报退出机制的联系和区别,分析高校学报退出机制建立的有利条件,并在此基础上探讨高校学报退出二级评估方案、退出标准及退出善后等问题。【结果】建立高校学报退出机制,应充分考虑高校学报的特殊性,构建切实可行的评估方案,设定科学合理的退出标准,妥善处理退出善后等问题。【结论】建立高校学报退出机制为高校学报体制改革提供了一条新思路。
【Objective】 In view of the current university journals, “One Side of a Thousands of Times”, lack of connotation and lack of competitiveness, this paper proposes the idea of setting up the mechanism for withdrawing journals from colleges and universities so as to promote the reform of journals in colleges and universities and promote the healthy development of journals in colleges and universities. 【Method】 In-depth analysis of the connotation of the withdrawal mechanism of university journals, reference to the practice of newspaper exit mechanism, comparison between newspaper exit mechanism and the mechanism of university journals exit and the difference between the analysis of university journals exit mechanism to establish favorable conditions, and on this basis to explore The Journal of Colleges and Universities Withdraws from the Second Grade Assessment Scheme, Withdraws from the Standards and Quit Out. 【Result】 The establishment of university journals exit mechanism should give full consideration to the particularity of university journals, build practical evaluation programs, set a scientific and reasonable exit criteria, and properly handle the exit from the aftermath. 【Conclusion】 Establishing the withdrawal mechanism of university journals provides a new idea for the system reform of university journals.
