从中国共产党初创的20世纪20年代起,党内便开始了反腐败斗争,并与当时残酷激烈的对敌斗争交织在一起,成为纯洁内部、保持党的战斗力的不可或缺的一环。在中国共产党建立初期,党的经费一直很困难。当时国内在各派反动军阀黑暗统治下,根本没有自由结社集会的民主权利,共产党只能在秘密状态下活动,更无法从社会上募得资金。早期参加党的人又多是两袖清风的知识分子和贫苦工人,按照党章缴纳党费大多是象征性的表示,许多脱离了原有职业而转入秘密活动的革命
