随着油田开发历程的推进,许多老区油田的开发难度逐年加大,维持生产的费用却呈逐年上升态势,产量与成本控制的压力日渐突出。渤南油田是胜利油田的一个大型深井、低渗透、断块封闭的构造岩性油藏油田,经历了四十多年的开发历程,渤南油田目前处于“四难”开采阶段,即:设备老化,管理难;注采不完善,提升难;渗透性差,开采难;运行成本高,控制难。在产量逐年降低的同时,投入上产、稳产的经营成本逐年呈上升
