园区经济在区域经济中扮演着重要角色,为所在地经济社会发展注入了持续增长的动力。工业园区具有准公共产品性质,地方政府在园区建设、园区配套政策、园区服务和管理等方面扮演了近乎全能者的角色。十八届三中全会提出正确处理好政府和市场的关系,地方政府需要重新确立在工业园区建设中的角色,并采取措施进行角色的转换。
The park economy plays an important role in the regional economy, injecting a driving force for continued economic growth in the locality. The industrial park has the property of quasi-public product, and the local government plays the role of almost all-around in the construction of the park, supporting policy in the park, service and management in the park. The Third Plenary Session of the 18th CPC Central Committee put forward that correctly handling the relationship between the government and the market, the local government needs to re-establish the role in the construction of industrial parks and take measures to change roles.
