This paper mainly analyzes the application of free translation and literature translation in translation practices.By re-searching the translation process of translating No Citizen Left Behind.The writer makes a conclusion that if the sentence structureand meaning of the source language are similar to those of the target language,the source language should be translated with literaltranslation;if the presentation of the source language is not similar to that of the target language,the source language should betranslated with free translation;All in all,during the process of translating,a translator should pay attention to the context and ex-pression habits of English and Chinese when he or she makes a decision on choosing literal translation or free translation.
