电力企业服务范围具有点多、面广、线长的特点,电费计收一直遵循“先使用,后结算”的交易习惯,面对成千上万的客户量。拖欠电费现象在所难免,特别在一些经济效益差的工业大用户中这种状况更为突出。与此同时,囿于电网公司承担了公共服务职能,一般不会对欠费用户(特别是居民用户)直接限电、停电,这在一定程度上加剧了电费回收的风险。电费是电力企业维持生产发展的主要资金来源,为了管好这笔账,《电力供应与使用条例》规定了延迟支付电费的违约金制度,该制度具有惩罚性,对增强用户的缴费意识有积极作用。
