自1999年11月15日中美两国签署了关于中国加入WTO的双边协议,从而使我国即将跨入“经济的联合国”——世界贸易组织的大门。这一协议以及1999年4月10日于华盛顿签署的“中美农业合作协议”,将使中国进一步向世界开放粮食市场,这将使我国粮食市场与流通秩序面临严峻的挑战,对目前口岸粮食进出口接运工作和机构也产生了一些影响,但同时也为构建社会主义粮食市场经济与塑造粮食进出口接运工作新格局提供了历史性机遇,笔者就上述问题谈点粗浅的认识。一、口岸粮食进出口接运工作所面临的挑战
Since China and the United States signed a bilateral agreement on China’s accession to the WTO on November 15, 1999, China is about to step into the door of the “United Nations for the economy - the World Trade Organization.” This agreement and the “Sino-U.S. Agricultural Cooperation Agreement” signed in Washington on April 10, 1999 will enable China to further open up its grain market to the world. This will pose a serious challenge to the grain market and circulation order in our country. However, it also provided historic opportunities for building a socialist food market economy and shaping a new pattern of grain import, export and import.
