在总承包项目中,一般由总承包单位代业主做全面的管理。由于工程建设施工现场临时用电环境的复杂性及特殊性,加上各施工分包单位素质参差不齐,且有些分包单位表面看来是一个单位,实际上转包好几层,往往处于最低端的施工单位无施工资质,导致施工临时用电HSE管理达不到总承包单位所要求的HSE管理效果。本文就国内中石油公司总承包项目的特点和相关规范对总承包项目中临时用电的管理模式进行探讨,并在我公司承担的苏桥储气库群总承包项目中推行,以检验实际效果。希望能通过本文能对其他总承包项目起到一定的参考价值。
