政府向智库购买决策咨询服务,是推进国家治理体系和治理能力现代化的关键路径,也是国家文化软实力提升的重要举措。政府向智库购买决策咨询服务,有着其内在的改革机理。然而,我国政府向智库购买决策咨询服务的实践过程面临一系列制度缺失,主要表现为政府购买智库决策咨询服务的法律法规制度不明确、组织保障制度不健全、成果供需机制不对接、智库竞争制度不公平和评价监督制度不完善。为提高政府决策的科学化和民主化,促进各类智库公平竞争健康发展,需要进行合理的制度安排。
The government’s purchase of decision-making advisory services to think tanks is a key path for the modernization of the state governing system and governance capacity and an important measure for enhancing the country’s cultural soft power. The government purchases decision-making advisory services from think tanks and has its own internal reform mechanism. However, the practice of our government to purchase decision-making advisory services to think tanks faces a series of institutional shortcomings, which are mainly manifested in the unclear laws, regulations and systems of the government purchasing decision-making advisory services of the think tanks, the imperfect organizational guarantee system, the mismatch of supply and demand mechanisms, the competition system of think tanks Inequity and imperfect evaluation and supervision system. In order to improve the scientific and democratization of government decision-making and promote the fair competition and healthy development of all kinds of think tanks, we need to make reasonable institutional arrangements.
