进入90年代,世界经济格局的多极化、区域化,集团化将进一步得以发展和完善,各国经济之间依存、竞争、合作、发展已成不可逆转的趋势。与此同时,苏东的政治、经济变革、日本由“出口导向战略”向“内需导向战略”的转变、德国的统一、海湾战争等因素将使90年代的国际资本处于紧缺的状态。为此许多国家和地区纷纷修改“外资法”,大力吸引国外资本。现将匈牙利、波兰、南朝鲜、墨西哥有关的新法规作一简介。
In the 1990s, the multipolarization, regionalization and collectivization of the world economic structure will be further developed and perfected. The interdependence, competition, cooperation and development among the economies in various countries have become an irreversible trend. At the same time, the political and economic reforms in the Soviet Union and the East and the shift of Japan’s “export-oriented strategy” to the “domestic demand-oriented strategy” as well as the reunification of Germany and the Gulf War will put a shortage of international capital in the 1990s. To this end, many countries and regions have amended the Foreign Investment Law and vigorously attracted foreign capital. Now a brief introduction is made on the new laws and regulations in Hungary, Poland, South Korea and Mexico.
