装备建设的目的是增强军队履行使命任务的能力,以应对多种安全威胁,因而装备需求应该是国家安全需求的映射。对1988年～2008年间我国装备建设财力需求与国家安全需求的关系的协整检验表明,我国尚未形成由国家安全需求向装备需求有效转化的需求生成机制。
The purpose of equipment building is to enhance the military’s ability to perform its mission to meet a variety of security threats, so equipment needs should be a mapping of national security needs. A cointegration test on the relationship between the financial needs of equipment construction in China and the needs of national security during 1988 ~ 2008 shows that there is no demand generation mechanism in our country that needs to be effectively converted from national security needs to equipment needs.
