2000年,民进中央在全国政协会议上提出了“建设陇海线星火产业开发带,推动中、西部经济发展”的提案(也就是“星火西进”),被确定为当年的重点提案。此后的五年里,民进中央与国家科技部共同努力,先后促成了“陕西关中星火产业带”和“甘肃河西走廊星火产业带”的建立。“星火西进”、关注“三农”已成为民进建言献策长抓不懈的参政议政课题。
In 2000, at the CPPCC National Committee’s meeting, the Central Committee of the National People’s Congress proposed the “Proposal of Constructing the Development Zone for the Spark Industry in the Longhai Line and Promoting the Economic Development in Central and Western China” (that is, “moving the sparks westward”) and was designated as the key proposal of that year. In the following five years, with the joint efforts of the Central Government of People’s Republic of China and the Ministry of Science and Technology of the People’s Republic of China, “Spark Zone in Shaanxi Guanzhong” and “Spark Industrial Zone in Hexi Corridor of Gansu Province” have been successively established. “Striving westward and moving westwards” and paying attention to “agriculture, farmer, and rural areas” have become the topics for participating in the deliberation and deliberation of politics and making unremitting efforts by the people in their development.
