一、总则第一条根据《中华人民共和国科学技术进步法》和电力工业部《关于加速科学技术进步的决定》,促进电力工业发展切实转移到依靠科技进步和提高劳动者素质的轨道上来。为实现水利水电建设的发展目标,建立健全水电施工行业研究、开发和推广科学技术体系,依靠科学技术进步解决水利水电建设、生产、发展中存在的重大科技难题,为水利水电施工建设奠定技术和装备基础。推进水利水电建设持续、快速、健康地发展,特制定本办法。
I.
