两岸建立“更紧密经贸关系安排(CEPA)”,是推动两岸经贸合作,构建两岸共同市场的重要举措。而建立“对台工作先行区”,是两岸“更紧密经贸关系安排”的平台。厦门特区建成“对台工作先行区”,既是两岸建立“更紧密经贸关系安排”,为实现中国统一先行一步的需要,也是厦门特区的特殊区域地位和承担的历史使命所决定。文章对厦门特区建成“对台工作先行区”的构想,以及需要的政策支持,提出看法。
The establishment of “Closer Economic Partnership Arrangement” (CEPA) between the two sides of the Taiwan Strait is an important measure for promoting cross-Strait economic and trade cooperation and for building a cross-Strait common market. The establishment of a “pilot zone for Taiwan’s work” is a platform for cross-Strait “closer economic and trade relations arrangements.” The establishment of the “advance zone for Taiwan work” by Xiamen Special Economic Zone is not only the establishment of “Closer Economic Partnership Arrangement” between the two sides of the Taiwan Strait but also the need of taking the first step of reunification in China as well as the special regional status and the historical mission assumed by the Xiamen Special Economic Zone. The article puts forward some views on the concept of establishing the “pilot zone for Taiwan” in Xiamen Special Economic Zone and the policy support it needs.
