工程项目建设领域内的职务犯罪现象时有发生,在犯罪现象上呈现手段、数额、人员、年龄、时间等多种特别属性。其中,建设涉及的环节多、建设周期长,管理难度大,市场不成熟,管理体制有不完善,监督制约不力是工程项目建设领域犯罪多发的主要原因。在预防措施上,可以加强自律建设,构筑权力约束机制、加大打击犯罪力度、构筑监督机制。
The phenomenon of job-related crimes in the field of construction projects has occurred from time to time. Various special attributes such as means, amount, personnel, age and time are presented on the crime scene. Among them, the construction involves many links, the construction period is long, the management is difficult, the market is immature, the management system is imperfect and the supervision and the ineffective supervision are the main causes of the crime in the project construction area.
