面对经济紧缩、资金紧缺的严峻形势,如何有效组织工业经济运行,盘活企业存量资产应当是首选形式。一些停产半停产企业,抓住机遇重组闲置资产,能够很快摆脱困境,一些优势骨干企业恰到好处吸纳有效资产,可以实现低成本扩张。1999年以来,盐都县把盘活企业存量资产作为经济工作的重头戏,取得初步成效。全县近500家国有集体企业中,实行资产重组兼并的200多家,搞退二进三的100多家,资产出租出让的近100家,县乡两级累计盘活存量资产2亿元,追讨陈欠帐款2100万元,通过盘活存量资产,有效提高了工业经济运行质量。具体做法主要是:
