我国沿海各港自1979年以来,已经采取了不少改革措施,先后实行了两级考核制、承包经营责任制,目前又在部分单位试行资产经营责任制,使企业的活力有了明显增强。尤其是近几年来,不少港口通过分立、合并、合作、合资等形式进行资产重组和资产经营,使一部分资产的运行质量有了显著提高。沿海港口的经济运行机制已经由传统的生产管理型转变为生产经营型,并开始呈现出资产经营型的某些特征。这些改革的步骤对沿海主要港口的经济发展无疑起到了有力的推动作用。但是,应该清醒地认识到,港口改革的现状同党中央确定的建立社会主义市场经济体制的目标相比,同全国国有企业改革的形势相比,同港口自身发展的内在要求相比,尚存在一定的差距。目前,不少港口的基层企业在生产经营上遇到了较大的困难,经济效益也不甚理想。面对这种情况,只有从深化改革上找出路,通过加大改革力度,搞好资产重组和资产经营,从而使港口的经济发展跃上新的台阶。

However, it should be soberly realized that compared with the objective of setting up a socialist market economic system as confirmed by the Party Central Committee, compared with the situation of the reform of state-owned enterprises in the whole country, the present state of port reform still exists in comparison with the inherent requirement of port development itself A certain gap. At present, many grassroots enterprises at the port have encountered great difficulties in production and operation, and the economic benefits are also not very satisfactory. In the face of this situation, only by finding a way out of deepening the reform, by strengthening reform and improving asset restructuring and asset management, the economic development of the port will be brought to a new level.
