公务员并不是一个独立的群体,它的价值观会受到整个行政环境的影响,其行为也受到行政组织结构的制约。与此同时,公务员是执行与改变这一切的根本,公务员的素质与能力也反作用于整个行政环境与组织结构。因而有助于提高公务员素质与能力的公务员培训制度十分重要。鉴于美国的公务员制度建立较早、培训制度较为完善,故本文从系统论与结构功能主义的视角出发,对中美的公务员培训制度进行宏观的比较,希望能对中国公务员培训制度起到一定的借鉴作用。

In view of the establishment of the civil service system in the United States earlier and the perfect training system, this article makes a macroscopic comparison of the civil service training system in China and the United States from the perspective of system theory and structural functionalism, and hopes to draw some lessons from the training system of civil servants in China. effect.
