一、前言随着我国市场化运作的不断深化及现代数字化技术的快速发展,电力网络与市场和用户的交互越来越多,对电能质量的要求也越来越高。由于受传统电网自身特点的限制,其已经难以满足电网今后的发展要求。“加强智能电网建设”已经纳入国家国民经济和社会发展“十二五”规划纲要。智能电网的提出,使人们能够在传统电网的基础上,对其进行升级,以符合电网不断变化的要求,它以实现电网的可靠、安全、经济、高效、环境友好和使用安全为目标,其主要特征包括自愈、激励、抵御攻击、提供满足用户多用途需求的高质量电能、容许各种不同发电形式的接入、启动电力市场以及资产的优化高效运行等。
