我国大学的技术转移起源于改革开放,迄今已经有30多年的历史,期间经历了几次大的政策调整,主要包括:校企分开,将国家资助科研产生的知识产权下放给大学,认定国家大学科技园区,认定国家技术转移机构。一些大学还在地方政府的积极支持下,在全国各地开设科技园区,开展异地技术转移,有的甚至尝试在西方发达国家设立技术转移机构。目前,我国主要研究型大学都孵化了一批有竞争力的企业,促成了科研成果的商业化和产业化,促进了地方经济的发展。但与西方发达国家相比,我国大学技术转移存在较大差距,在认识上存在重大误区。

However, compared with the developed countries in the west, there is a big gap in technology transfer in China's universities, and there are major misunderstandings in their understanding.
