近年来,棚户区对城市发展的负面影响日益加剧,特别是在承担着城市战略功能的城市重点功能区内,棚户区成为必须去掉的“顽疾”。棚户区的土地运营成本巨大,土地主体与性质多样,各方利益复杂,加上城市重点功能区自身的建设要求和房地产市场的需求,若采取与其他改造区域一样的土地储备与经营方式,将难以推进改造实施。基于此,文章选取武汉市重点功能区——武昌滨江商务区作为研究对象,从棚户区改造过程中面临的土地问题入手,对基于“规土融合”的棚户区改造土地储备与经营机制进行探索,以期能为其他城市的棚户区改造提供借鉴。
