2013年交通部批复了各直属海事局的“三定”方案,目前已经顺利完成了全系统一万多人由事业单位工作人员向公务员身份的过渡工作。通过分析海事系统编制外长期聘用人员管理和经费保障的历史及现状,为更好的做好海事核编后进一步理清长期聘用制人员的人员编制、经费来源和人员管理提出规范化的对策建议。
In 2013, the Ministry of Communications approved the “Three Departures” plan of the maritime administrations directly under the Maritime Safety Administration. At present, the transition from a staff of public institutions to the civil servant status of more than 10,000 people in the entire system has been successfully completed. By analyzing the history and current situation of the establishment and management of long-term employed personnel and funding in the maritime system, we put forward standardized countermeasures for further clarifying the staffing, funding sources and personnel management of long-term employed personnel after doing a better job of maritime nuclear verification.
