In the State Department's reply on the “Revitalization Plan for Northeast China”, it was clearly stated in the reply of the “Revitalization Plan for Northeast China” that rejuvenation of the northeast region should adhere to the drive of reform and opening up as well as independent innovation and speed up economic restructuring and growth pattern changes.
