长期以来，我们在贯彻实施德才兼备原则过程中存在着两大问题：一是不能严格实施德才兼备原则；二是不能科学 运用德才兼备原则。这两大问题的存在，在客观上弱化了德才兼备原则对干部队伍的优化功能。这种功能的弱化所产生的 消极影响是直接增加了腐败在党和政府内发生的机会，增大了我们防腐反腐的难度，并在一定程度上使我们的反腐斗争陷 入被动。要实现积极的反腐防腐，必须严格实施和科学运用德才兼备原则。
For a long time, we have two major problems in implementing the principle of both ability and integrity: First, we can not strictly implement the principle of both ability and political integrity; second, we can not use the principle of both ability and political integrity in science. The existence of these two major problems objectively weakened the optimization function of the cadre contingent on the principle of combining ability with moral integrity and ability. The negative impact of the weakening of such functions has directly increased the chances of corruption happening in the party and government, increased the difficulty of our anti-corruption efforts and, to a certain extent, turned our anti-corruption struggle into a passive one. To achieve positive anti-corruption and anti-corruption, we must strictly implement and scientifically apply the principle of both ability and political integrity.
