党中央国务院高度重视区域平衡发展,中西部地区城镇化发展在国家现代化发展中占有重要地位。由于中国城镇化发展速度呈东高西低格局,未来东部地区和中西部地区城镇化发展速度将出现差异,东部地区发展速度会相应放慢,主要任务在于提高城镇化质量;中西部地区城镇化发展将提速。改革开放以来,行政区划调整有力地推动了中国城镇化发展,撤县设市是经济强县加速城镇化发展的有效手段,是新型城镇化在中西部地区重要的实践方式。
