在我国,问责机制还处于起步阶段,无论是理念、规章建制还是操作层面上,都还有进一步完善的必要和空间。问责从决定启动到最终决定的作出要经过诸多步骤,在这个过程当中,每个步骤的信息都有公开的必要和可能。问责程序的启动应当伴随着信息公开,问责主体应当以主动公开的形式向社会公众公开其作出启动问责的决定。问责过程应当是有限公开,对于问责的发展过程及阶段应当公开,但是对具体的内容不应当公开。问责决定(结果)应当全面公开。被问责官员复出要公开的是其问责的事情的处理结果及其将要出任职务的情况。
In our country, the accountability mechanism is still in its infancy, and there is still room for further improvement in terms of concepts, rules and regulations as well as operational levels. Accountability takes many steps from the decision-making process to the final decision. In this process, the information of each step is publicly available and possible. The initiation of accountability procedures should be accompanied by the disclosure of information. The main body of accountability should make public its decisions on initiating accountability to the general public in a proactive and open manner. The accountability process should be limited and should be open to the development process and stage of accountability, but should not be open to specific content. Accountability decisions (outcomes) should be made public. The accountability officials come back to be open is the result of their accountability and the situation they will be holding.
