城郊结合部社会治理成本是解决城市负外部性而付出的代价。在对浙江A市6镇117个村社考察的基础上,本文发现社会治理成本在空间上呈显著的不均衡分布,从近郊到远郊,村社平均成本呈U型分布,人均成本呈倒U型分布;社会治理成本及其分布根源于负外部性的累积和成本转移机制,属地管理的事权划分和成本分担机制,村社体制无法把负外部性完全内部化以及碎片化治理和运动式治理。为有效地控制成本,应该重新划分纵向政府间的事权,促进区域间和区域内部的横向合作,实现分类改革,强化合作治理的激励与约束机制。
The cost of social governance in the suburbs is the price that is paid to solve the negative externalities of cities. Based on the survey of 117 village communities in 6 towns of A city in Zhejiang Province, this paper finds that the social governance costs are significantly unevenly distributed in space. From the suburbs to the outer suburbs, the average cost of village community is U-shaped, and the per capita cost is inverted U Type distribution; the cost of social governance and its distribution are rooted in the accumulation of negative externalities and cost transfer mechanism, the management of territorial rights and cost-sharing mechanism, the village community system can not be fully internalized negative externality and fragmented governance and sports governance . In order to effectively control costs, we should redraw the power of vertical intergovernmental authorities, promote horizontal cooperation within and among regions, and implement classification reforms to strengthen the incentive and restraint mechanisms for cooperative governance.
