东西方科技体制比较国际论坛,于1997年12月21日至23日在北京举行,来自美国、法国、新加坡等国的30余名代表出席了会议。会议回顾了十年来我国科技体制改革的历程,对科技体制改革几项成果进行了评述。与会代表围绕我国科技体制改革问题,并通过国际间的比较,进行了深入讨论,提出了新的观点和许多有益的建议。此外,会议还草拟了“中国基础科学创新工程”的建议案。会上,教育部新任科技委主任翁史烈院士、我国原驻联合国教科文代表孔德涌教授,英国牛津大学邓胜梁博士,法国国际战略发展信息科学研究和培训中心李晓华博士,新加坡国立大学贾理群博士,分别介绍了美国、日本、德国、英国和新加坡等国的科技管理体制,R&D经费投入,基础研究与应用研究的结构等情况。
The International Forum on Science and Technology Comparison between East and West was held in Beijing from December 21 to December 23, 1997. More than 30 representatives from the United States, France, Singapore and other countries attended the conference. The meeting reviewed the course of science and technology system reform in our country over the past decade and commented on several achievements made in the reform of science and technology system. Participants around the issue of China's scientific and technological system reform, and through international comparison, conducted in-depth discussions, put forward new ideas and many useful suggestions. In addition, the meeting also drafted the “China's basic science innovation project” proposal. At the meeting, Academician Weng ShihLong, newly appointed science and technology commissioner of the Ministry of Education, Professor Kong Deyong, former UNESCO representative of the United Kingdom, Dr. Tang Shengliang, PhD, Oxford University, Dr. Li Xiaohua, researcher and training center of French International Strategic Development Information Science and Dr. Jia Liqun, National University of Singapore, Introduced the science and technology management system of the United States, Japan, Germany, Britain and Singapore, the R & D expenditure, the structure of basic research and applied research.
