一、1996年实现了“九五”计划的良好开局1996年是“九五”计划的第一年。全市各方面认真贯彻党的十四届五中全会和八届全国人大四次会议精神,全面落实市委六届四次全体(扩大)会议和市十二届人大四次会议提出的各项任务,进一步加大改革开放力度,积极推进两个根本性转变,坚持两个文明共同进步,促进了国民经济持续、快速、健康发展,保持了政治稳定、社会安定的局面。各项主要经济指标大都达到或超过全年计划和工作考核目标,实现了市委、市政府提出的为“九五”计划开好头、起好步的要求。(一)国民经济保持快速增长。全年国内生产总值完成1102亿元,按可比价格计算增长14.3%,实现提前四年翻两番的目标任务,增幅连续三年保持在14%以上,高于全
