2010年黑龙江省卫生费用分配总额555.83亿元,比2009年增加了21.07%,比筹资总额少39.44亿元;2010年黑龙江省卫生费用分配总额中医疗机构所占构成达65.39%,公共卫生机构占6.46%;黑龙江省2010年卫生部门医疗机构的财政拨款占其总收入16%,城市医院的政府拨款占其总收入9.02%,县级医院政府拨款占其总收入26.03%;乡镇卫生院政府拨款占其总收入66.11%;2010年黑龙江省公共卫生机构的政府拨款占其总收入构成为78.85%。结论:黑龙江省卫生机构资源配置不合理,公共卫生机构费用构成偏低;医疗机构卫生资源集中流向城市医院。需要进行结构调整。黑龙江省医疗机构以药养医现象仍较为严重;建议强化政府投入,调整不合理的医疗服务价格结构。强化对医疗机构的监管,继续加大政府公共卫生投入。
