自2008年10月份以来,山西省平均降水量仅3.7 mm,较历年同期偏少82%,全省长达100多天无有效降水,遭受了新中国成立以来的第3次严重干旱,东南部地区的旱情发展趋势一度达到特旱。针对日益严重的干旱,山西省委、省政府高度重视,积极应对,要求各级部门把抗旱工作摆在当前工作的重中之重、急中之急,全力以赴抗旱保饮水、保春浇、保春播。
