本文基于“4E”理论,从经济性、效率性、效益性、公平性4个维度客观分析现行医保支付方式在中医医院的适用性,认为按服务项目付费容易出现诱导需求等问题,在这种支付方式下,中医药“简、便、验、廉”的优势将逐渐丧失。而以总额预付、按病种付费、按人头付费、按床日付费为代表的预付费方式不仅有利于突出中医特色获得长远效益和发展,还有利于提高医保支付的经济性、效率性和公平性水平,建议扬长避短,组合应用。
