TPP将核心目标定位为制定高标准的国际经贸新规则,这对亚太区域经济一体化合作进程乃至WTO框架下的多边贸易体系都将产生深远的影响。针对这一新趋势,统筹我国在区域和多边层次上参与国际贸易治理的策略,具有非常重要的现实意义。就具体措施而言,我国首先应继续积极推动WTO多边贸易体制,使多边贸易规则成为实现全球价值链效率的有效保障。其次,应推进高水平的自贸区建设,并以东亚区域经济一体化和亚太自贸区为重点。此外,我国还应依托“一带一路”建设加强相关经贸规则的制定。
The positioning of the core TPP as a new standard in international trade and economic cooperation will have a far-reaching impact on the process of economic and trade cooperation in the Asia Pacific region and the multilateral trading system under the WTO. In response to this new trend, it is of great practical significance to co-ordinate China’s strategy of participating in the governance of international trade at the regional and multilateral levels. In terms of concrete measures, China should, first of all, continue to actively promote the multilateral trade system of the WTO and make multilateral trade rules an effective guarantee for the efficiency of the global value chain. Second, we should promote the construction of a high level of free trade area and focus on the economic integration in East Asia and the Asia Pacific Free Trade Area. In addition, our country should rely on the “Belt and Road Initiative” to strengthen the formulation of relevant economic and trade rules.
