房市发展的两个金融支点:一是大力发展住房按揭贷款,增强居民购房能力;二是推行“建房贷款证券化”,拓宽建房资金来源渠道。对此,我们的初步设计如下:“住房按揭贷款”的设计1.“按揭”的首次付款来源:住房公积金。住房公积金应强制实施,每月从职工的工资收入中提取5%左右,存入指定的银行。办理“按揭”时可以用公积金支付首次付款。
