官德建设关系到执政党的兴衰、政府的公信力,无论是中国还是西方都将官德提高到治国理政的高度。在这个问题上有一个世界性难题:官德建设是否可能?换言之,公共行政领域是否有相对独立的道德内容和道德标准?本文剖析和回归政治学意义上的道德和伦理的评估的价值,并不是针对政府官员的思想或者意识形态倾向性,而是针对其实际行为,官德建设与廉政建设是一个问题的两个方面。本文试图通过官德的视角探寻中国共产党反对腐败,提倡廉政的民主新路。提出要结合中国文化根基和社会结构,以及现代政治的发展,破除制度繁密化、内卷化和理想化。实现道德的公共性、法治性和文化性管理。
