党的十六大以来,为贯彻国有经济有进有退,有所为有所不为的方针,积极推进国有经济布局和结构调整,探索公有制多种有效实现形式和国有企业改革的多种途径,实现国有资本从一般竞争性行业中有序退出,建立归属清晰、权责明确、保护严格、流转顺畅的现代产权制度,促进企业健康发展,同时改制后的企业党组织关系及企业与政府和社会有关的事务,由企业注册地党组织和政府实施管理,实现企业隶属关系的转移。
