随着“坚守18亿亩耕地红线”目标确立以及工业化城市化进程的迅速推进,破解“双保”难题就成为各地国土资源管理部门不得不面临的现实而紧迫的问题。本文以新沂-无锡两地为例,试图通过整合两地各自的优势资源,利用城乡建设用地增减挂钩这个平台,破解两地经济发展中共同面对的土地瓶颈问题,拓展两地经济建设空间,为切实推进苏北工业化进程、促进苏南地区产业结构优化升级,最终实现南北经济一体化发展提供参考。
With the goal of “adhering to the red line of 18 billion mu of arable land” and the rapid progress of industrialized urbanization, the crux of solving the “double insurance” problem has become a real and urgent issue for local land and resources administration departments. Taking Xinyi-Wuxi as an example, this paper attempts to solve the bottleneck problem of land in the economic development of both cities by expanding the respective advantages and resources of both cities and making use of the platform of increasing and decreasing the urban-rural construction land, and expanding the economic construction of the two places Space, in order to effectively promote the process of industrialization in northern Jiangsu, promote the optimization and upgrading of industrial structure in southern Jiangsu, and ultimately to provide reference for the economic integration of North and South.
