利用中国各省市2009~2012年的面板联立数据,研究了跨国研发投资与中国发展的影响。结果发现,基于目前的创新自主发展水平,跨国研发投资对中国的创新自主促进效应较为明显;凭借当前的创新自主发展基础,中国还将在国际研发分工调整过程中,实现提高国际分工位置目的。但与跨国研发投资的总体影响不同,中国东部、中部、西部等分组省市与跨国研发投资的关系差异明显。其中,以目前的创新自主发展基础,中国只有东部分组省区达到了跨国公司全球研发建网的区位据点条件,中西部分组省区则受薄弱的创新自主发展基础制约,不能通过与跨国研发投资的良性互动,达到提高国际分工位置、加快创新自主发展的目的。这表明在一国内部,跨国研发投资的实际影响,也将随着投资地自主创新发展基础的变化而变化;要实现对跨国研发投资影响的辩证认识,就必须结合考虑东道国的创新自主发展基础。
Using the panel data from 2009 to 2012 in various provinces and cities in China, this paper studies the influence of cross-border R & D investment on China’s development. The results show that, based on the current level of independent development of innovation, the effect of cross-border R & D investment on promoting independent innovation in China is obvious. With the current foundation of independent innovation, China will also achieve the goal of improving the international division of labor in the process of adjustment of international R & D division. However, the overall impact of multinational R & D investment is different from that of the multinational R & D investment in eastern, central and western China. Among them, with the current foundation of independent innovation development, only the eastern sub-provinces and autonomous regions have reached the position of the global R & D and manufacturing network for multinational corporations. The central and western part of China’s provinces and autonomous regions are subject to the weak foundation of independent innovation and development. Of the benign interaction, to achieve the goal of improving the position of international division of labor, speeding up innovation and independent development. This shows that the actual impact of cross-border R & D investment in a country will also change with the changes in the foundation of independent innovation in investment. To realize the dialectical understanding of the impact of cross-border R & D investment, we must consider the basis for independent innovation in host countries .
