价格改革的目标是什么?我认为价格改革的目标应该是建立起计划与市场相结合的价格体制。所谓计划与市场相结合的价格体制,即统一性与灵活性相结合的价格体制,也叫自觉利用价值规律的价格体制。它是由国家统一规定价格、国家指导价格和市场调节价格三种价格形式相结合,以国家指导价格为主体,能同时反映有计划发展规律和价值规律的客观要求,能同时反映商品价值和供求关系,能同时利用计划机制和市场机制,使计划经济与市场调节相结合,使“看得见的手”和“看不见的手”都能充分发挥作用的价格体制。
