目前我国灾害应急体制中存在的突出问题在对各种灾害的处理过程中,我国政府应急能力的提高已为社会公认,但相对于国外发达国家的灾害应急机制,我国仍存在一些不足之处。主要表现为:管理工作分属于不同的部门,缺乏统一权威的应急处置指挥协调机构;灾害管理信息系统落后,部门间灾害信息资源共享程度低,灾害管理信息化建设滞后;自然灾害和灾难事故的报警渠道不清,信息阻塞、迟缓;
At present, there are outstanding problems in our country’s disaster emergency response system. During the process of handling various kinds of disasters, the improvement of the government’s emergency response capability in our country has been recognized by the society. However, there are still some shortcomings in our country compared with the emergency response mechanisms in developed countries.
