科学研究发展的水平是衡量国家综合国力的标准之一,我国也一直坚持推进科研事业的发展。基本科研业务费是中央财政科研投入的又一创新举措,为提高科研类机构开展自主科研培育、培养高层次的人才,推进整体科研能力的提高,提供了坚实有力的保障。基于此,本文主要分析了公益类科研机构中业务费专项资金的管理现状,并针对当前现状中存在的不足与问题提出相应的优化措施。 The level of scientific research and development is one of the criteria for measuring the overall national strength of our country. Our country has also consistently promoted the development of scientific research. The basic scientific research service fee is another innovative measure invested by the central government in scientific research. It provides a solid and powerful guarantee for enhancing the independent scientific research and training of scientific research institutions, training high-level talents and promoting the improvement of overall scientific research capabilities. Based on this, this paper mainly analyzes the management status of operating funds special funds in public welfare scientific research institutes, and puts forward corresponding optimization measures according to the existing problems and problems.
