古人云:“先其未然谓之防,发而止之谓之救,行而责之谓之戒。防为上,救次之,戒为下。”积极做好预防控制工作是处置突发群体性事件的上策,是突发群体性事件应急管理中的关键所在。突发群体性事件是由各种社会矛盾引发的,它是社会矛盾激化到一定程度的外在表现。要预防或减少群体性事件的发生,就必须减少或控制社会矛盾形成的因素,对已经形成的社会矛盾做好化解工作。因此,突发群体性事件的预防控制,必须抓好社会运行机制的完善,健全能量释放机制,改革与市场经济发展要求不相适应的政治体制,更新不合乎时代前进要求的政治观念,扩大社会主义民主,还权于民,保障公民权利,加强对国家权力的监督,使国家权力的行使切实代表人民的利益与意志。从而完善防止矛盾激化的安全阀,确保群众的意愿能够得到及时正确的表达。
