《拉各斯行动计划》与《非洲发展新伙伴计划》是非洲经济改革进程中的两份重要文件。其共同点是,出台的背景相同、直面经济困难的态度相同、克服经济困难的决心相同,以及实行经济改革的方向相同;其相异之处在于,遭遇的经济困难的性质不同、对产生经济困难的原因的认识不同、所制定的改革战略以及指导思想不同,计划的可操作性不同。剖析这些共同点和不同点,可以得出下述结论:非洲国家的经济改革是个艰苦而漫长的历史过程,且是不可逆转的;非洲国家经历了20多年的改革实践,其认识水平和改革能力都得到了较大提升;非洲国家的经济改革将沿着不断深化的方向继续发展。
The Lagos Action Plan and the New Partnership for Africa’s Development are two important documents in the process of economic reform in Africa. Their common ground is that they share the same background, face the same attitude towards economic difficulties, have the same determination to overcome economic difficulties, and have the same direction of implementing economic reforms. The difference lies in the fact that the nature of the economic difficulties encountered is not conducive to economic development. The understanding of the reasons for the difficulties is different. The reform strategy and the guiding ideology set forth are different, and the operability of the plan is different. An analysis of these similarities and differences leads to the conclusion that the economic reforms in African countries are a painstaking and lengthy historical process and that they are irreversible. African countries have undergone more than 20 years of reform practice, their level of awareness and their ability to reform Have been greatly enhanced; the economic reform in African countries will continue to deepen in the direction of continued development.
