为了给研究和培训实践提供指南,本文对公共部门领导力的发展情况进行了描述。为此我们对有关公共部门领导力的各类分散研究文献进行了综述,并在一个单一框架中对它们进行归类。研究结果表明,公共部门领导力正在成为公共行政/公共管理研究中一个独特而自主的领域,尽管与工商管理研究相比,这方面的讨论还未充分展开。领导技能确实对于改善公共部门组织绩效非常重要,而且最佳领导风格很可能是一种复合型的领导风格:公共部门领导者应以变革型领导风格为主,在与下属的关系中适当运用交易型领导风格,并且在完成任务的过程中,着重发挥廉正与道德风范的作用。对实践工作者的启示本文认为公共部门行政领导者与他们的商界同行在行为上有所不同,因此,亟须发展那些专注于两者差异的领导力发展项目极有必要,而不是简单模仿那些专为私营部门领导者设计的项目。
In order to provide guidance for research and training practices, this article describes the development of public sector leadership. To this end, we have reviewed various types of fragmented research literature on public sector leadership and categorized them in a single framework. The findings show that public sector leadership is emerging as a unique and autonomous area of public administration / public administration research, though discussions in this area have not been fully developed compared with the study of business administration. Leadership skills are indeed important to improve the performance of public sector organizations, and the best leadership style is likely to be a complex leadership style: public sector leaders should be predominantly transformational in leadership style and appropriate use of deals in their relationship with subordinates Type leadership style, and in the process of completing the task, focus on playing the role of integrity and moral demeanor. Implications for Practitioners This paper argues that public-sector executives are behaving differently than their business counterparts, so it is imperative to develop leadership development programs that focus on the differences between the two, rather than simply mimicking those A project designed specifically for leaders in the private sector.
