晋西山区是全国十大低产片之一,都属水土流失严重,生态失去平衡,粮食产量低而不稳,经济贫困落后地区。自然情况的差异性和经济发展的不平衡性,必然带来开发治理上的多样性。实行农业生产责任制后,群众最熟悉当地情况,讲究经济效益,发挥当地优势,采用行之有效的治理方法,保水保土保肥,因地制宜地开展治理工作。
The western Shanxi Mountain is one of the top 10 low-yielding films in the country. Both belong to serious soil and water loss, ecological imbalance, low and unstable grain output and poor economic backwardness.
