随着北京地铁四号线成功采用公私合作(PPP)模式融资后,PPP模式已成为我国轨道交通基础设施建设的一种重要融资模式。然而,目前私人资本与政府合作的积极性不高,原因在于没有合理的定价和合理的政府补贴。针对现行的地铁里程制定价模式,通过对合作中涉及的三方(政府、社会资本、社会公众)的分析结果,确定三方的优先次序,进行PPP项目定价的影响因素分析,建立多目标规划模型,得出满足三方利益的满足解,以确定政府补贴及每里程票价。
With the success of PPP (Public Private Partnership) financing in Beijing Metro Line 4, the PPP mode has become an important financing mode for the construction of rail transit infrastructure in China. However, the current enthusiasm for private capital to cooperate with the government is not high because there is no reasonable pricing and reasonable government subsidies. According to the current pricing model of metro mileage, through the analysis of the tripartite (government, social capital, social public) involved in the cooperation, the tripartite priorities are determined, and the influencing factors of PPP pricing are analyzed to establish a multi-objective programming model.
