“总额控制”是医保付费改革的第一步。2012年12月4日,人力资源和社会保障部、财政部、卫生部联合发布《关于开展基本医疗保险付费总额控制的意见》,决定用两年左右的时间,在所有统筹地区范围内开展总额控制工作,以控制医疗费用的过快增长。然而,从一些统筹地区的实践看,每到年末,总有医保患者被医院以各种理由拒之门外。
