小报告就是不能公开报告,需要秘密约见。一个国家繁多的事务当中,并非所有的事情都可以公开提出、商议和解决,这其中会触及复杂的利益关系,人们不得不谨慎处理。皇帝当然想掌控所有的事情,但也不能不顾及下臣们的实际情况。那么,有没有这样一种制度,既可以满足皇帝的需求,又能够避免大臣们因公开奏报而带来的不必要的麻烦?
Small report is not open report, you need to meet in secret. Of the many affairs in a country, not all things can be put forward, deliberated and resolved in public. This involves complex relations of interest and people have to deal with them with caution.
